European Commission to propose tariffs on Chinese e-bikes

Mubasher: The European Commission is set to introduce final tariffs to curtail the cheap imported Chinese electric bicycles that are said to benefit from unfair subsidies and flood the European market.

The Commission believed that final duties ranging 18.8% and79.3% should be levied on all e-bikes imported from China, Thomson Reuters reported, citing a “disclosure document.”

The Commission’s investigations concluded that Chinese exports of e-bikes to the European Union (EU) more than tripled from 2014 until September 2017, while Chinese market share rose to 35% and the average price dropped 11%.

Chinese producers also benefit from controlled aluminium prices and advantageous funding and land rights conditions and tax breaks, the Commission said.

The tariff rates are a little lower than duties of between 21.8% and 83.6% initially proposed last July.

The anti-subsidy duties are the latest of the EU measures against Chinese products ranging from solar panels to steel, which triggered criticism from Beijing.

The final tariffs on e-bikes would require the approval of EU countries and would have to be applied as from 18 January for five years ahead.

Interested parties would comment on the Commission’s until 26 November.

The measures were welcomed by the European Bicycle Manufacturers Association, which brought the case, stating that the investigations proved that Chinese electric bicycles were flooding the EU market at artificially lowered prices with support of subsidies.

Such measures would protect 90,000 EU workers and more than 800 small and medium companies against unfair competition.
